SHIFT Organisational Chart

The SHIFT organisation consists of five entities:

  • The SHIFT Council
  • The SHIFT Audit and Labelling body
  • The SHIFT Secretariat
  • The SHIFT Network
  • The SHIFT Expert

The SHIFT Council

The SHIFT Council has the mission and mandate to promote and expand the use of the EcoMobility SHIFT scheme throughout Europe and beyond. For the time being it is made up of the most of the former SHIFT project partners, some former Criteria Committee members and invited experts. The Council ensures the quality and availability of the material for assessments and audits and the functioning of the SHIFT Audit and Labelling body. The Council also aims to gather experiences and further develop the scheme.

The SHIFT Audit and Labelling body

This body approves audit reports, decides on certificates and labels for cities and certifies trained experts to act as advisor and/or auditor. The members of this body are appointed SHIFT Council members.

The SHIFT Secretariat

The SHIFT Secretariat facilitates the functioning of the SHIFT Council, the SHIFT Audit and Labelling Committee, the SHIFT Network and the work of the individual SHIFT experts. It organizes regular training sessions and it maintains the website and a registry of SHIFT experts and cities. ICLEI World Secretariat will host the EcoMobility SHIFT secretariat. ICLEI, being a city network, will be an apt partner to host the network and further disseminate the activities of the SHIFT project.

The SHIFT Network

The SHIFT Network is composed of SHIFT experts and cities that have undergone SHIFT assessments and audits. The purpose of the Network is to gather and exchange experiences and while doing so, expand the knowledge on SHIFT and the use of it. The SHIFT Network is facilitated by the SHIFT Secretariat.

The SHIFT Expert

The SHIFT Expert is trained as SHIFT advisor and/or auditor. The SHIFT advisor is certified to assist cities in embarking on an assessment. The SHIFT auditor is certified to carry out an external audit of the EcoMobility performance of cities. Once trained, the SHIFT Expert is expected to market the scheme and his/her services to cities.
